Finalized Methodology for Conducting of Midterm Evaluation of District Development Strategies

During the period June – August 2010 the Rio Conventions Project provided technical assistance to Directorate General “Strategic Planning of Regional Development and Administrative and Territorial Organization” (DG SPRDATO) at MRDPW and the District Administrations (DAs) for the development of a Methodology and model Terms of Reference for conducting of a Midterm Evaluation of the District Development Strategy (MTE of DDS). Those documents shall support the DAs in the process of organization and technical preparation of the evaluations, in accordance with the requirements and the deadlines defined in the Regional Development Act (articles 33 and 36). Experts from all District Administrations participated actively during the entire process of the elaboration of the two documents.

As a result of the recommendations, made by the experts during the two rounds of working meetings – conducted, respectively, in the periods 17-23 June 2010 and 6-8 July 2010 - the Methodology and Terms of Reference were finalized in mid August 2010 and would be presented for approval through an Ordinance by the Minister of Regional Development and Public Works. It is expected that a big number of the midterm evaluations would be conducted during the period October – December 2010 in accordance with the indicative deadlines set in the Methodology and the requirements of the Public Procurement Act. The MTE shall be conducted with a targeted financing provided by the state budget.

The main objective of the MTE of DDS is to provide independent and up-to-date information about the achieved targets throughout the implementation of the strategies and to provide recommendations to the administrative structures and the regional development councils with regard to the further implementation and/or re-orientation of the DDS, and in part, to improve the coordination between those structures. It is expected that the conducting of the midterm evaluations of the district strategies would also strengthen the partnerships between the different stakeholders and improve the visibility in the process of their implementation. Furthermore, the results of the evaluations would provide valuable results and recommendations for subsequent updates of the DDS, as well as for the development of new strategic planning documents during the next programming period (2014 – 2020).
