Request for proposals for development of prototype GIS for the MRDPW

Rio Conventions Project Solicits Proposals for the Development and Pilot-Testing of a Prototype GIS for Integration of Global Environmental Objectives into Regional Development and Spatial Planning in Bulgaria


The Rio Conventions Project, a joint initiative of the Ministry of Regional Development and Public Works (MRDPW), Ministry of Environment and Waters and the United Nations Development Programme, seeks to identify a subcontractor to carry out the development of a prototype Geographic Information System (GIS) for integration of global environmental objectives in the processes of regional and local development and spatial planning in Bulgaria, based on 5 (five) strategic indicators.

The assignment involves:

(i) Development of a prototype GIS and analytical tool/s and provision of a basic set of GIS layers in accordance with predefined technical specifications;
(ii) Pilot-testing of  the developed prototype system at MRDPW on the basis of a real geodata;
(iii) Elaboration of a user manual with instructions for using the pilot GIS;
(iv) Conducting of one-day training for MRDPW employees for the use of the prototype GIS;
(v) Development of basic set of GIS based maps.

Participation in this procedure is open to both Bulgarian and foreign legal entities. Proposals from interested entities should be submitted in English language.

Deadline for receipt of applications: 12:30 on 22 February 2010.
