Energy Efficiency Measures in South-East European Municipalities and the Role of National Associations
 

A network-wide assessment of the needs and potentials for joint activities of the member associations promoting Energy Efficiency and Renewable Energy at the local level has been compiled within the framework of a study of the Network of Associations of Local Authorities in South East Europe (NALAS).

A total of 13 member associations from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia, Slovenia and Turkey participated in the study group, which was working under the auspices of the NALAS Task Force on Energy Efficinecy.

The NALAS Task Force on Energy Efficiency (TFEE) was established in 2008, as a response to the growing need for the improvement of Energy Efficiency (EE) and the more intensive utilization of Renewable Energies (RE) in South-East European municipalities. Its objective is to coordinate member associations’ joint activities which are aiming at motivating and enabling municipalities for the development and implementation of their own EE/RE programs and projects.

Therefore the study focused on the motivation of municipalities to increase their energy efficiency and to use renewable energy; the role of NALAS in supporting municipalities in the fields of EE and RE; and the strengths and weaknesses of the network with regard to its potential role in the promotion of EE and RE applications. Finally the authors provided some conclusions and recommendations. The study is based on many case studies, lessons learnt by SEE municipalities, developed network capacities, and setting common strategic onjectives, all of which are described in detail in the publication.
