The second local government
positioning was released in April 2010 as an outcome of LG Action project
‘Networking action to involve Local Governments in the EU and
international energy and climate debate’. The paper provides a summary of
input received from representatives of European local governments (LGs)
and their networks and associations on topics relevant to energy and
climate. This paper is a useful reference document as it describes the
whole framework of climate change negotiation process, from international
to local level, and the role of local governments in it.
The paper summarises the views
of local authorities on their roles, responsibilities, motivation or lack
of such. Also the need for information, technologies and know-how, along
with building additional capacity are discussed. The importance of
integrated management approach, more detailed insight into the needs
identified, and the local governments’ interest in climate negotiations
and wider context are analysed as well.
This document follows the
First Positioning paper compiled in June 2009. The process of assessing
the level of preparation and motivation of local governments to act
towards climate change mitigation and sustainable energy solutions
continues. In the first half of 2011, the Third Positioning paper will be
published. Local governments and LG networks and associations across
Europe are invited to share their views, needs and perceptions of
challenges and developments on climate and energy issues. |
